I think this act was intentional it couldn't be a mistake. Officers have specific guide lines that are to be followed when arresting some one or any regular traffic stops. I don't know if I can answer if this was a racist act or not. I think that we just have some bad cops out there, instead of protect US citizens they are hurting them for their own pleasure or enjoyment. I believe that the punishment did suit his crime, he used excessive force on a suspect and from past situations using excessive force is not law full.
